CLIENT BACKGROUND
Formed in 1999, the National Business Center (NBC) merged three administrative service centers into one service provider located within the Department of the Interior. NBC serves as the systems manager and general purpose computing host for the Department of the Interior's (DOI) department-wide administrative ADP systems supporting the functions of budget, procurement and contracts, personnel management, finance and accounting, E-Government, and other general administrative services.
BUSINESS PROBLEM
Manual, Paper-based Payroll Process
Labor-intensive payroll process involving certification of time cards in order to be compliant with governmental time and attendance regulations.
SOLUTION
Develop Web-based Application
Prolifics was commissioned to work with NBC to develop a Web-based Time and Attendance application called QuickTime. This application registers work time through the Web, collates this information for processing, and integrates directly into the government payroll systems. This application’s critical advantage is in its ability to handle the complex reporting and allocation methods required by the federal government. QuickTime is deployed at a number of large government agencies including the Social Security Agency (needing to scale to 67,000 users), NASA, FEMA, and Bureau of Public Debt.
The Prolifics team added features such as audit trails, online leave requests, and “single sign-on” to the Web-enabled QuickTime. QuickTime was enhanced to interface with the Federal Personnel and Payroll System, as well as other payroll systems. Prolifics also migrated the application to the open e-infrastructure, IBM WebSphere.
With its real-time data validation, interfaces to various Government payroll systems, easy Web-based access, instinctive navigation, and compliancy to Government time and attendance policies, paper and manual processes are now eliminated.
